Since July 2026 the easiest tourism route is the Ministry of Tourism Package Visa: you buy an approved package (round-trip flight plus a licensed four-star-or-better hotel, minimum SAR 4,000 per adult for the first two days) from an accredited seller such as Almosafer or Reserval, and a single-entry tourist visa valid for three months, allowing a stay of 2 to 88 days, is issued electronically within about 48 hours for SAR 402.21 including the mandatory health insurance.
