Overview

The professional route, entirely separate from the foreign worker system and unaffected by the recruitment freeze. Malaysia's Revised Expatriate Salary Policy took effect on 1 June 2026 and applies to every new and renewal application: Category I now requires a basic monthly salary of RM20,000 or more and runs up to ten years with dependants; Category II covers RM10,000–19,999, also up to ten years with dependants; Category III covers RM5,000–9,999 for up to five years and, unlike before, now allows dependants. Only basic salary counts — allowances and bonuses are excluded — and from 1 January 2027 employers must file a succession plan for Category II and III hires. You need a degree or equivalent professional qualification relevant to the role, and your employer applies through the Expatriate Services Division. An offer written against the old bands (RM10,000, RM5,000 and RM3,000) no longer qualifies for the same category.
